About this guide
This is an independent, volunteer-built guide to help researchers and the public file informed public comments on the OMB proposed rule Regulation for Federal Financial Assistance (Docket OMB-2026-0034). It is not affiliated with OMB or any federal agency.
Why this exists
The proposed rule would reshape how all federal research is funded, governed, and terminated. The most effective response is a large number of specific, expert, individual public comments before the July 13, 2026 deadline. This site aims to make the rule understandable and make commenting fast and substantive.
How we try to stay credible
- We quote the rule’s own text and cite section numbers so you can verify everything against the source.
- We aim for factual, non-partisan explanation and let the rule speak for itself.
- We encourage personal, verified comments — not form letters or unedited AI output.

Accuracy matters here. If something misstates the rule, please open an issue or pull request on GitHub (link in the navbar) so it can be corrected quickly.
